About the Role

The Software Asset Management (SAM) Specialist / Business Analyst serves as a critical liaison between the Office of the Chief Technology Officer (OCTO), various DC agencies, and major software publishers. This role is designed to manage the client's software environment, ensuring that all software licenses, agreements, and entitlements—particularly within the Microsoft ecosystem (O365, Azure, and Volume Licensing)—are accurately tracked, compliant, and optimized.

In this onsite position, you will navigate the entire software lifecycle, from licensing and purchasing to deployment and decommissioning. The role requires a deep understanding of Microsoft licensing structures, subscription models, and cloud-based SaaS products. You will act as a top-level contributor, formulating system scope and objectives while devising procedures to solve complex problems related to software entitlements and compliance.

Day in the Life

Your work will involve analyzing purchase records, contracts, and EULAs using the Microsoft Volume License Management (MVL) portal and O365 portals to establish accurate summaries of license entitlements. You will engage with Vendor Managers, Product Owners, and Engineers to collect and normalize software asset data. A significant portion of your time will be dedicated to leading the reconciliation and presentation of Final License Position Reports, ensuring that all software records are correctly linked to hardware devices and reflected in the ITAM repository.

You will also support project management activities by tracking IT service utilization costs against actual infrastructure and license expenses. This includes providing monthly and quarterly compliance status reports to OCTO management and Agency CIOs, as well as processing software-related requests for new installations, changes, and upgrades across DC agencies.

Hiring Process
