The SAM Specialist serves as a critical guardian of the DC Government's software environment, ensuring that all software purchases, installations, and agreements are managed with precision and compliance. This role is designed to bridge the gap between legal, financial, and technical teams, utilizing Microsoft best practices to track and control the entire software lifecycle—from licensing and purchasing to deployment and decommissioning.
In this position, you will act as the central point of contact for software asset management (SAM) across the District. You will engage with Vendor Managers, Product Owners, Application Managers, and Engineers to collect, organize, and normalize complex purchase information. Your work ensures that license entitlements, including Microsoft Volume License agreements, O365 subscriptions, Azure services, and Software Assurance benefits, are accurately reflected in the ITAM repository and aligned with the right-to-use (RTU) requirements.
Beyond technical administration, this role involves strategic project management. You will lead the reconciliation and presentation of Final License Position Reports, guide the normalization of customer purchase data, and support the OCTO ITAM project management activities. The Specialist is expected to manage projects of all sizes and types, working closely with major publishers to ensure successful consolidation, enhancement, and management of software licenses, including Adobe and similar platforms.
Your expertise will directly support the District's financial and legal risk mitigation by ensuring strict adherence to software license contracts and agreements. You will provide monthly and quarterly compliance status reports to OCTO management and Agency CIOs, while also processing all software-related requests from DC agencies. By tracking customer agency IT service utilization costs against actual infrastructure and license data, you will enable data-driven budget planning and service optimization.
Candidates for this contract position must demonstrate a deep understanding of the software asset management process, including the ability to prepare procedure and SOP documentation. The role requires a candidate who can navigate complex enterprise contracts and subscription models while maintaining the highest standards of accuracy and compliance.
