The Biomedical Advanced Research and Development Authority (BARDA), within the Office of the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS), is dedicated to improving national preparedness for chemical, biological, radiological, and nuclear (CBRN) accidents and attacks, pandemic influenza, and emerging infectious diseases. BARDA achieves this mission by supporting the development and acquisition of medical countermeasures (MCM) against these critical threats.
The Division of Contract Management and Acquisitions (CMA) is seeking a Senior Procurement Specialist to support MCM Development Contracting. This full-time, fully remote position serves as a vital link in the acquisition lifecycle, requiring a detail-oriented professional with a strong background in Federal Contracting (1102 series). The ideal candidate will be seasoned in managing the full contracting lifecycle, from pre-award analysis to post-award administration.
In this role, you will work effectively with program managers, project officers, contractors, and technical subject matter experts to analyze requirements and develop work statements. You will be responsible for analyzing proposals, preparing award documentation, and providing contract administration, including tracking actions, verifying invoices, and performing contract closeouts. The position demands the ability to work independently while managing multiple priorities in a high-stakes environment.
While the role is open to a variety of backgrounds, experience in public health, advanced R&D services, consortia, and/or Other Transaction Agreements (OTAs) is highly desirable. Candidates must be able to obtain and maintain a Public Trust Tier 2 clearance to support the sensitive nature of the work.

Prior Federal experience as a FAR based Contracting Officer/Contract Specialist. Experience with Other Transaction Agreements (OTAs). Experience with non-commercial contracting in Public Health, Advanced R&D services, and/or Consortia. Familiarity with CAS and Incur Cost Submissions (ICS).
