Cabrillo Economic Development Corporation (CEDC) is a community development corporation founded in 1981, serving Ventura and Santa Barbara Counties. Our core mission focuses on the development and construction of rental housing for very low- and low-income households, property management, and resident and community services. We are dedicated to providing supportive services to individuals residing within our portfolio, ensuring that vulnerable populations have access to stable and safe living environments.
This dual-functional position serves as a vital bridge between residents and the resources they need to thrive. Reporting to the Director of Resident & Community Services, you will support the operations of properties housing diverse populations, including low-income households, formerly homeless individuals, people with disabilities, and those with mental health conditions. The primary focus of this role is to support permanent supportive housing residents in achieving housing retention and long-term stability.
In this capacity, you will deliver comprehensive supportive services that go beyond basic case management. You will help individuals and families maintain lease compliance, build positive relationships with neighbors and property staff, and overcome barriers to stable housing. Your work involves assisting residents in accessing community resources, developing individualized plans, managing behaviors that may threaten housing stability, and connecting with appropriate service providers. The overarching goal is to enhance each client's self-sufficiency, mental health, and overall quality of life through a trauma-informed, strength-based approach.
As part of an interdisciplinary team, you will engage with high-needs residents, many of whom are living with active mental illness, substance use disorders, co-occurring conditions, and/or chronic medical issues. Your day will involve conducting psychosocial assessments, identifying client needs, and developing individualized case plans and treatment goals. You will coordinate services and provide referrals to community resources, while also developing and educating communities on resource directories.
You will facilitate social, educational, and recreational programs through collaborations with volunteers, local non-profits, and governmental agencies. This includes organizing workshops on wellness, life skills, financial literacy, and mental health. You will maintain collaborative working relationships with Property Managers and other CEDC departments to ensure open communication regarding resident activities and concerns. Additionally, you will identify and pursue in-kind donation opportunities to support resident needs, such as clothing, furniture, and hygiene products.
Documentation and compliance are integral to your role. You will complete individualized intake packets, maintain daily calendars reflecting resident sessions, and ensure all documentation is completed within required timeframes. You will adhere to strict data standards and documentation protocols for service reports and grant reports, ensuring compliance with HIPAA, HMIS, HCD, and TCAC standards. You will also enter accurate data and generate annual reports for the California Department of Housing and Community Development (HCD) and the California Department of Veterans Affairs (CalVet).
Candidates selected for an interview will be contacted directly by the hiring team. The process typically includes an initial screening to discuss qualifications and experience, followed by an in-depth interview with the Director of Resident & Community Services and relevant team members. Finalists may be asked to complete a practical exercise or scenario-based assessment relevant to the role's responsibilities.
CEDC is an equal opportunity employer committed to building a diverse and inclusive workforce. We consider qualified applicants regardless of race, color, religion, sex, national origin, age, disability, genetic information, or veteran status. We strive to create an environment where all individuals feel valued and respected.
