The Texas Health and Human Services Commission (HHSC) is advancing its Performance Management & Analytics System (PMAS) by developing a robust data integration hub. This initiative aims to unify data from diverse sources to drive performance metrics and analytics across the state's healthcare infrastructure.
As a Systems Analyst 3, you will serve as a technical leader within an agile development team, guiding the design, development, and implementation of the PMAS data integration hub. This role is pivotal in transforming raw data into actionable insights, utilizing an agile methodology aligned with HHSC's current standards.
Your day-to-day involves orchestrating the full software development lifecycle (SDLC). You will lead efforts to validate performance metric requirements, create user stories, and engineer complex SQL scripts to transform source data into dimensional models within Oracle. A significant portion of your work will focus on automating data acquisition using Informatica Power Center or IICS, ensuring seamless integration from sources such as Oracle, SQL Server, Excel, and Adobe PDF.
Beyond development, you will collaborate closely with architects and the Data Engineering Team to optimize data design and verification strategies. You will participate in all sprint ceremonies, interpret evolving business requirements to propose enhancements, and produce technical specifications and diagrams to support the project. The role requires a balance of hands-on technical execution and strategic leadership to ensure the hub meets the rigorous demands of a healthcare environment.

Candidates must be prepared to work normal business hours (Monday–Friday, 8:00 AM–5:00 PM), with potential flexibility for evenings, weekends, or holidays as requested by the agency.

Prior experience working with PII or PHI data. Experience designing and developing scripts using Python. Experience with JIRA software. Functional knowledge or hands on design experience with Web Services (REST, SOAP, etc.). Experience designing and developing code using Java and JavaScript. Experience developing CI/CD pipelines with GitHub and Git Actions. Experience as a Mulesoft developer. Experience developing using AI tools such as Snowflake Cortex and Intelligence, and/or Informatica Claire.
