The Texas Health and Human Services Commission (HHSC) is advancing its Performance Management & Analytics System (PMAS) by developing a robust data integration hub. This initiative aims to unify data from diverse sources to drive performance metrics and analytics, ensuring the state's health and human services are supported by accurate, timely, and actionable insights.
As a Systems Analyst 3, you will serve as a technical leader within an agile development team dedicated to the design, development, and implementation of this critical data infrastructure. Your work will bridge the gap between complex data acquisition and high-level business intelligence, utilizing an agile methodology to manage the full software development life cycle (SDLC).
In this hybrid role based in Austin, you will collaborate closely with architects and the Data Engineering Team to define optimal data designs and acquisition strategies. You will be responsible for leading sprint ceremonies, interpreting evolving business requirements, and proposing technical enhancements. The day-to-day involves transforming raw data from sources like Oracle, SQL Server, and Excel into dimensional models using complex SQL scripts and Informatica automation. You will also verify and validate these processes, ensuring data integrity for downstream visualization tools like Tableau.

Excellent oral and written communication skills. Ability to effectively manage multiple responsibilities, prioritize conflicting assignments, and switch quickly between assignments. Experience on an agile sprint team. Understanding of security principles and how they apply to healthcare data. Experience with state of the art software components for a performance metrics data visualization or business intelligence environment. Bachelor's degree in Computer Science, Information Systems, or Business or equivalent experience. Prior experience in the Healthcare Industry. Prior experience with an HHS agency. Prior experience working with PII or PHI data. Experience designing and developing scripts using Python. Experience with JIRA software. Functional knowledge or hands on design experience with Web Services (REST, SOAP, etc.). Experience designing and developing code using Java and JavaScript. Experience developing CI/CD pipelines with GitHub and Git Actions. Experience as a Mulesoft developer. Experience developing using AI tools such as Snowflake Cortex and Intelligence, and/or Informatica Claire.
