The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. Our vision is to conduct our operations in a manner that inspires public confidence in government by administering and enforcing tax, child support, and municipal finance laws in ways that are innovative, customer-focused, and transparent.
The Division of Local Services ensures fairness and equity in local property taxation, oversees local accounting and treasury management, interprets state laws affecting local governance, distributes monthly local aid to cities, towns, and school districts, and maintains a comprehensive municipal finance data warehouse. The Bureau of Municipal Finance Law specifically provides legal and policy advice to managers and staff on municipal tax and finance laws. Attorneys in this bureau draft and review legislation, advisories, opinions, and guidelines, while also participating in training programs for local officials.
As a Legal Intern in the Municipal Finance Law Bureau, you will assist attorneys in a dynamic environment focused on state and local fiscal governance. Approximately half of your time will be dedicated to the Bureau's Forms project, which involves updating legal forms for both formatting and content accuracy. The remaining time will be spent performing legal research, drafting advisories, opinions, and guidelines, and assisting with the review and drafting of legislation. This role offers a unique opportunity to engage directly with the legal frameworks that support municipal finance and local governance.
First consideration will be given to applicants who apply within the first 14 days of the posting. Selected candidates will be subject to a comprehensive background check, including state and federal tax compliance, child support compliance, education verification, Massachusetts CORI checks, criminal background checks in all states of residence or employment, validation of work eligibility, and national fingerprint-based criminal background checks.
The Commonwealth is an Equal Opportunity Employer and does not discriminate on the basis of race, religion, color, sex, gender identity or expression, sexual orientation, age, disability, national origin, veteran status, or any other basis covered by appropriate law. Research suggests that qualified women, Black, Indigenous, and Persons of Color (BIPOC) may self-select out of opportunities if they don't meet 100% of the job requirements. We encourage individuals who believe they have the skills necessary to thrive to apply for this role. Females, minorities, veterans, and persons with disabilities are strongly encouraged to apply.
