ACT contributes to preserving the peace, security, and territorial integrity of Alliance member states by leading Warfare Development at the Strategic Command level. The Command Group provides general support, coordination, management, and specialist advice to the Supreme Allied Commander Transformation (SACT), Deputy SACT, and the Chief of Staff (COS). As the focal point for implementing the Commander's direction, the COS coordinates all staff efforts to execute ACT's mission.
Within this structure, the Staff Advisory Group (SAG) comprises various competencies, including Political, Legal, and Gender Advisors, as well as the Office of Budget and Finance (BUDFIN). BUDFIN serves as the executive agent for ACT in all matters of budget and finance policy and execution across HQ SACT, JALLC, JWC, JFTC, JATEC, and subordinate elements.
The Staff Officer Finance Short Term Planning is a key contributor to ACT's budget formulation, execution, and policy development. This role ensures that limited resources entrusted to ACT are applied to the highest goals, priorities, and objectives of the ACT Commander and the NATO Military Committee Strategic Planning Office (NMA SPO). The incumbent works to ensure that business processes are effective, operating as intended, and that the safeguarding of national financial interests is accomplished.
In this capacity, you will develop ACT's budget policy and short, medium, and long-range financial planning. You will prepare the Annual Budget Estimates and Financial Data for the ACT Military Plan, ensuring coherence across all programmatic elements. The role involves coordinating with the Strategic Management Branch and acting as the liaison to ACT Legal for budget inquiries related to Memorandums of Understanding (MOUs) and Agreements (MOAs). You will also represent the ACT Financial Controller and Budget Officer at NATO HQ screenings of Military Budget Submissions.

Experience in international organization financial operations. Practical knowledge of military organization missions, functions, and operations. Experience in purchasing and contracting. Familiarization with Oracle Financial/Planning applications. Graduate degree in a related field. Business experience outside the continental United States that uses foreign currencies.
