The Staff Investigator serves as a critical pillar of the Citizens Police Oversight Commission (CPOC), dedicated to assessing and investigating alleged and potential misconduct by officers of the Philadelphia Police Department. This role is designed to ensure accountability and transparency by initiating independent investigations into individual instances of misconduct, monitoring ongoing Internal Affairs Division activities, and investigating police shootings.
Beyond individual cases, the Staff Investigator plays a key role in CPOC's participation in the Use of Force Review Board and investigates systemic patterns related to departmental practices. The position requires a deep understanding of the complex nature of community-police relations and the ability to navigate large-scale investigative projects originating from civilian complaints, officer-involved shootings, media reports, or internal sources.
Because this position is responsible for responding to police shootings, the Staff Investigator must be willing and able to work evenings and weekends as required. The role involves being on-call to respond to critical incidents and conducting interviews and investigative activities outside typical business hours. Reporting directly to the Director of Investigations, the Staff Investigator must be knowledgeable and competent in all CPOC operations to manage investigations that may overlap with other divisions.
