The Senior Director of Program & Portfolio Governance serves as a strategic leader within the Global Technology Solutions (GTS) Operational Strategy and Enablement function. This position is critical for driving program execution excellence and establishing robust portfolio governance across GTS and its led strategic initiatives. The role ensures a tight alignment between high-level strategic objectives, business priorities, and operational execution.
As a strategic advisor to the GTS Leadership Team, you will guide decisions on portfolio priorities, execution trade-offs, and value realization. You will partner closely with Process & Service Excellence (PSE) and Adoption & Change Enablement (ACE) leaders to facilitate timely, effective portfolio decisions and program delivery.
This role oversees two core Operational Strategy & Enablement (OSE) capabilities:
Program Enablement & Delivery (PED) You will partner with GTS Leadership and senior stakeholders to oversee enterprise-wide program and project delivery. By utilizing standardized frameworks and gated governance models, you will align technology investments with strategic priorities and measurable business outcomes. Your focus includes ensuring resource allocation, risk management, and timeline adherence for major initiatives through cross-functional collaboration. You will implement operating mechanisms such as OKR cadences, executive reviews, and performance dashboards. Additionally, you will establish a center of expertise to foster a community of practice, proactively engaging project management practitioners across the enterprise to drive the adoption of best practices and ways of working.
Portfolio Management & Governance (PMG) In this capacity, you will oversee enterprise-wide project delivery by establishing and maintaining governance structures for the prioritization and oversight of programs and portfolios. You will align technology investments with strategic priorities by collaborating with cross-functional teams to ensure timely execution and measurable value delivery. A key responsibility is ensuring compliance with organizational policies and regulatory requirements by defining decision-making frameworks, escalation paths, and reporting standards. You will embed governance into Agile frameworks to ensure alignment between delivery and strategic objectives, providing transparency through dashboards and reporting to senior leadership. Furthermore, you will work to simplify, streamline, and harmonize GTS governance, review, and approval processes across all domains and regions, including the Software Development Life Cycle (SDLC). You will also manage a team of strategic program and portfolio managers, as well as external consulting resources as required.

Masters degree. Proven experience in regulated industries (e.g., pharma, healthcare, finance). PMP, Lean Six Sigma, and/or Prosci certification.
