The Policy and Strategic Initiatives Manager serves as a pivotal figure within the Bureau of Community Awareness, Action, Response, and Engagement (BCAARE). This role exists to support the department in engaging and empowering community action during a critical time when New Yorkers are navigating ongoing health crises. The bureau's approach centers on learning from community members' experiences to develop and disseminate behavioral health linkages that foster wellness and prepare for local and widespread emergencies.
In this position, you will lead the strategic planning process, including finalizing the bureau's 2028 Strategic Plan and monitoring progress. You will manage a team comprising a Planning and Policy Analyst, a Community Affairs Specialist, and interns. Your day-to-day involves analyzing proposed legislation, developing policy recommendations, and facilitating cross-bureau collaborations to advance equitable behavioral health access. You will also oversee the management of Community Services Board Subcommittees and guide the development of the Division's annual and four-year Local Services Plans.

This is a full-time position located at 42-09 28th Street, Long Island City, NY 11101. DOHMH employees working through RFMH are eligible for a hybrid work option following training and onboarding.

Strong project management skills. Excellent verbal and written communication skills including strong meeting facilitation skills. Strong research, analytical & problem-solving ability. Experience in managing multiple projects and functioning effectively both independently and as part of a team. Experience or familiarity with New York's behavioral healthcare, Medicaid and/or social services systems. Ability to work in a very fast-paced environment and meet tight deadlines. Highly motivated and a good team player. Solid experience using Microsoft Word, Excel, and PowerPoint. Ability to adapt quickly to organizational changes/needs and work effectively with culturally diverse individuals.
