This position serves as a critical support resource for military service members and their families, specifically designed to cover short-term, surge, and on-demand situations. Whether responding to post-deployment events or filling in for absent counselors, the Personal Financial Counselor ensures continuity of essential financial services across military installations.
The role encompasses the full breadth of personal financial counseling, working directly with service members to establish spending plans for extended absences and providing education on financial services. Counselors engage in one-on-one sessions, consult with commanders and staff, conduct briefings, and connect participants with external referral resources. A key aspect of the position involves collaborating closely with installation and military branch Points of Contact to ensure program delivery remains within scope and effectively meets the unique needs of the community.
The counselor is expected to manage a diverse portfolio of activities, including developing informational materials, coordinating financial management workshops across the military lifecycle (from arrival at a first duty station to pre- and post-deployment), and responding to requests for age-appropriate seminars. The role also requires proficiency in virtual counseling modes, such as secure online chat and video teleconferences, and mandates adherence to Department of Defense protocols regarding "duty to warn" situations. Regular communication with leadership and participation in supervision, training, and quality improvement committees are integral to maintaining high standards of care.
Candidates must be U.S. citizens with fluent English skills and be able to obtain a favorably adjudicated Tier 2 investigation. The process includes passing the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI). Specific certifications (AFC, CFP, or ChFC) are required to qualify for the position.
