This role resides within the Office of the General Counsel's Transactions Practice Group. The group provides essential legal guidance and review for the Department regarding the development and administration of competitive and non-competitive procurements, bid protests, and the management of agreements with non-Department entities. The team works closely with the Division of Emergency Preparedness and Community Support (DEPCS) and the Bureau of General Services to ensure legal compliance across all purchasing and contract activities.
As an OPS Attorney, you will serve as a key legal advisor on complex arrangements requiring written agreements, including contracts, memoranda of understanding, provider agreements, leases, and grant awards. You will interact daily with programmatic personnel to provide input on solicitations and contracts, ensuring that all exchanges of promises between the Department and external entities are legally sound.
This position is grant-funded through November 30, 2027, with the Department intending to pursue additional funding for continuation. The role requires a high degree of adaptability; you may be required to work before, during, or beyond normal hours in the event of an emergency. Emergency duties can include working in special needs or Red Cross shelters and responding to threats involving natural or man-made disasters. You will also serve as the designated backup to Program Counsel to ensure continuity of operations.
