Manager of Proposal Writing (US State & Local Health and Human Services)

About the Role

This position serves as a strategic partner in driving successful bid outcomes for U.S. State and Local Government contracts, with a specialized focus on Medicaid proposals. The role exists to transform complex technical and operational details into compelling, compliant narratives that win business. You will be the architect of the proposal process, guiding teams from the initial kickoff through to the final submission, ensuring every document reflects the highest standards of clarity and persuasion.

In this fast-paced, deadline-driven environment, you will collaborate closely with sales, marketing, technical teams, and subject matter experts to gather critical information. Your day involves conducting kickoff meetings, developing proposal outlines and schedules, and managing the end-to-end review process. You will oversee the integration of feedback to enhance quality, maintain proposal templates and libraries, and manage the logistics of printing, binding, and shipping final documents. Post-proposal, you will lead reviews to capture lessons learned, ensuring continuous improvement and keeping the team abreast of industry trends to maintain a competitive edge.

Compensation and Benefits

Maximus compensation is based on various factors including job location, a candidate's education, training, experience, expected quality and quantity of work, required travel, external market conditions, and internal value analysis. Annual salary is just one component of Maximus's total compensation package, which also includes short- and long-term incentives, program-specific awards, health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays, and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
