About the Role

This position operates at a professional level within the Board of County Commissioners (BCC), providing critical administrative support under the direction of the Director, Assistant Director, or Manager. The role is designed to ensure rigorous adherence to local, state, and federal grant systems, monitoring agency participation in grant programs and overseeing endowment of funds or subrecipient agreements to guarantee compliance with all contract and program rules.

Depending on the specific departmental assignment, the role serves as a strategic partner in advancing the county's mission:

In the Office of Strategic Initiatives, the position acts as a catalyst for county-wide collaboration. You will research and coordinate grant opportunities that align with the community's strategic agenda, fostering partnerships between BCC departments, Montgomery County, and non-profit agencies. The role involves analyzing grant feasibility, developing reporting tools, and facilitating planning around priority issues to ensure effective grant management and financial practices.

In Human Services Planning & Development, the focus shifts to housing and homeless services. You will manage the lifecycle of Continuum of Care (CoC) grant applications to the Department of Housing & Urban Development (HUD), including the preparation of quarterly and annual reports. This involves briefing senior leadership and policy boards on grant progress, providing technical assistance to community partners, and coordinating budget development to maximize the impact of funding on agencies and projects.

In the Community & Economic Development Department, the role ensures the proper administration and compliance of HUD-funded programs (CDBG, HOME, ESG) and other state allocations. You will maintain comprehensive tracking systems, conduct subrecipient monitoring, and ensure audit readiness. The position requires evaluating project proposals and subrecipient contracts to recommend funding approvals based on regulatory considerations and performance outcomes, working closely with finance staff to maintain fiscal accuracy.
