About the Organization and Mission
Ironclad Defense Works is seeking a highly qualified Financial Accountant / International Public Sector Accounting Standards (IPSAS) Subject Matter Expert to provide on-site contractor support to NATO Allied Command Transformation's Office of Budget and Finance (BUDFIN). This role is critical to the Treasury & Accounting function, ensuring the integrity of financial operations, the successful implementation of IPSAS, and the preparation of consolidated financial statements for the ACT-wide organization.
The selected candidate will operate within a senior-level capacity, bridging the gap between complex international accounting standards and practical financial controls. This position exists to support the development of accounting policies, guide audit processes, and ensure compliance with international directives within a multinational defense environment.
About the Role
As a key member of the BUDFIN team, you will serve as a Subject Matter Expert in IPSAS, contributing to the evolution of accounting practices across Allied Command Transformation. Your day-to-day work involves a blend of high-level policy development and hands-on operational support. You will draft accounting guidance, coordinate the annual financial statement process, and lead training initiatives to upskill finance teams across ACT entities.
This role requires deep engagement with the daily mechanics of public-sector accounting, including general ledger activities, cash management, and the reconciliation of funds calls from NATO member nations. You will act as a primary liaison for audits, tracking the closure of recommendations and ensuring that financial reporting meets the rigorous standards of the NATO community. The position demands a professional who can navigate the nuances of multinational finance while maintaining strict adherence to security and compliance protocols.

Work Environment and Culture
This position is performed on-site at HQ SACT in Norfolk, Virginia, under normal NATO office conditions. The role is part of a Firm-Fixed Price / Level-of-Effort Contract Support arrangement. While the environment is professional and structured, it offers the unique opportunity to work within a high-stakes international defense organization. No travel is currently anticipated for this requirement.

Requirements
- verifiedUniversity degree in finance, accounting, or audit OR professional qualification (CPA, ACCA, CIPFA) OR national government equivalent with 6+ years post-certification experience
- verified10 years experience developing finance/accounting plans, policies, and processes
- verified10 years experience developing and presenting analysis and controls
- verified5 years experience analyzing and preparing financial statements
- verified5 years demonstrated knowledge and expertise in IPSAS
- verifiedHigh proficiency with Microsoft Office tools
- verifiedEnglish proficiency equivalent to STANAG 6001 SLP 3333
- verifiedActive NATO or National SECRET security clearance

Nice to Have
10+ years of IPSAS experience. 10+ years of financial statement preparation experience. Experience supporting NATO, international organizations, government agencies, or public-sector finance environments. Experience with consolidated financial statements across multiple entities. Experience supporting financial audits and responding to audit findings. Experience delivering accounting or IPSAS training to finance teams. Familiarity with NATO financial rules, regulations, or multinational finance environments.
