About the Role
We are seeking a Financial Accountant to serve as a key partner in our financial operations, specifically supporting the International Public Sector Accounting Standards (IPSAS) implementation and training. This role is critical for maintaining accurate, timely accounting operations and driving centralized accounting strategy and system upgrades. You will play a central part in preparing ACT consolidated annual financial statements, acting as a liaison for audits, and ensuring alignment with NATO financial rules and regulations.
This position is based on-site in Norfolk, VA, with no anticipated travel required. The role offers a unique opportunity to work within a mission-critical environment where precision and strategic financial insight directly impact organizational efficiency and effectiveness.

Key Responsibilities
- check_circleSupport development, implementation, and compliance with international accounting standards and policies
- check_circleContribute to the development and delivery of training on accounting and IPSAS-related standards
- check_circleEnsure accuracy and timeliness of general ledger activities, cash management, and bank reconciliations
- check_circleConduct and coordinate monthly and quarterly reconciliations, closure activities, and supporting documentation
- check_circlePrepare and coordinate the ACT consolidated annual financial statement process including consolidation of working papers
- check_circleEnsure proper accounting and reconciliation of calls of funds from NATO Member Nations
- check_circleSupport fixed asset inventory accounting including recording oversight and records maintenance
- check_circleProvide recommendations related to reimbursable services and define requirements for external service providers
- check_circleDraft and update accounting guidance, briefing notes, and reports aligned with NATO financial rules
- check_circleProvide evidence and responses for financial and performance audits while tracking closure of recommendations
Requirements
- verifiedUniversity Degree in finance/accounting/auditing or professional/government certification (CPA/ACCA/CIPFA)
- verifiedMinimum 10 years experience in finance/accounting plans and policies
- verifiedMinimum 10 years experience in analysis and control of mission information
- verifiedMinimum 5 years experience in financial statement preparation
- verifiedMinimum 5 years expertise in International Public Sector Accounting Standards (IPSAS)
- verifiedDemonstrated experience in intangible asset accounting policies
