About the Department

The Department of Public Safety and Correctional Services (DPSCS) is one of Maryland's largest agencies, employing nearly 12,000 people with a budget exceeding $1 billion. Our mission is to promote safety while leading the way in innovative restorative justice projects that help offenders reintegrate into society upon release.

About the Role

This Management Service position serves as a strategic advisor and consultant to Appointing Authorities, Executive Leadership, and employees. You will play a pivotal role in administering the Department's employee relations program, acting as a subject matter expert on complex employment laws and regulations. The role involves resolving disputes, managing disciplinary cases including terminations, and ensuring compliance with the Correctional Officer's Bill of Rights, collective bargaining agreements, and federal and state statutes.

As a key stakeholder, you will collaborate with multi-disciplinary teams to ensure consistency in policy application and disciplinary actions. Your day-to-day responsibilities include interpreting personnel policies, advising management on labor agreements, developing HR policies, and conducting investigative inquiries. You will also represent the Department in administrative and judicial proceedings, coordinate settlement conferences, and provide technical assistance and training to management advocates.

Hiring Process

Successful candidates will be placed on an eligible employment list for at least one year. The selection process involves a rating of your education, training, and experience. It is critical that you provide complete and accurate information on your application, including all relevant experience and education, by the closing date. Resumes alone are not accepted in lieu of a formal application.

Online applications are highly recommended. If you encounter difficulties submitting online, paper applications and required documents may be emailed to Kimberly.Banks@Maryland.gov. For technical support, contact the DBM Recruitment and Examination Division at Application.Help@maryland.gov or 410-767-4850.

Our Culture and Commitment

We thank our Veterans for their service to our country. As an equal opportunity employer, the State of Maryland is committed to recruiting, retaining, and promoting employees who are reflective of the State's diversity. People with disabilities and bilingual candidates are strongly encouraged to apply.
