The Department of Public Safety and Correctional Services (DPSCS) is one of Maryland's largest agencies, employing nearly 12,000 people with a budget exceeding $1 billion. This Management Service position serves as a strategic advisor and consultant to Appointing Authorities, Executive Leadership, and employees. You will play a pivotal role in administering the Department's employee relations program, acting as a subject matter expert on complex employment laws and regulations. The role involves resolving disputes, managing disciplinary cases including terminations, and ensuring compliance with the Correctional Officer's Bill of Rights, collective bargaining agreements, and federal and state statutes.
As a key stakeholder, you will collaborate with multi-disciplinary teams to ensure consistency in policy application and disciplinary actions. Your day-to-day responsibilities include interpreting personnel policies, advising management on labor agreements, developing HR policies, and conducting investigative inquiries. You will also represent the Department in administrative and judicial proceedings, coordinate settlement conferences, and provide technical assistance and training to management advocates.

Admission to practice law before a State or Federal court. Current certification in mediation, arbitration, and/or alternate dispute resolution. PHR/SHRM Certification. Vast knowledge of employment laws, including but not limited to State Personnel and Pensions Titles 10, 12 and 17; Family and Medical Leave Act; Federal and State EEOC regulations; Americans with Disabilities Act; Injured Worker Insurance Fund; collective bargaining agreements, such as AFSCME MOU, and agency personnel management directives.

Education: Bachelor's degree in Human Resources, Business Management, or related field required.
