The Rail and Transit division is dedicated to the development and maintenance of a safe and efficient rail system. This mission encompasses the planning, layout, improvement, customer service, safety, and repair of existing operations, ensuring the seamless movement of both freight and passenger traffic across the state.
Under the direction of the Rail and Transit Administrator, the Deputy Administrator of Rail serves as a key leader overseeing all freight and select passenger rail traffic within the State. This role is pivotal in managing License and Operating Agreements with freight railroads traveling on state-owned lines, as well as administering the agreement with Amtrak to operate three passenger services.
The Deputy Administrator ensures the safety and efficiency of train traffic by overseeing a Capital Plan designed to rebuild and replace critical track infrastructure, including bridges, culverts, grade crossings, and tracks. Daily inspections are conducted to maintain vertical and horizontal clearances and capacity loading of the Right of Way. The position requires directing rail operations by setting policy and program priorities in alignment with Federal Railroad Administration (FRA) rules, the 2009 Transportation Reform Act, and MassDOT's mission. As a liaison with federal, state, and local stakeholders, the Deputy Administrator promotes a rail agenda that recognizes the interrelationships between transportation and economic development.
