GovCIO is seeking a Chief Solutions Architect to provide strategic technical leadership for a critical application maintenance and modernization program supporting a pending contract award. This is a remote position designed for a principal technical authority who will guide the evolution of legacy on-premise systems into scalable AWS cloud services.
In this role, you will establish enterprise architecture standards and drive the modernization strategy, ensuring all technical decisions align with immediate operational needs and long-term government objectives. You will serve as the primary liaison between GovCIO and government technical leads, reviewing and approving major architectural decisions while overseeing technical risk management. Your work will ensure all solutions strictly comply with federal security requirements and agency enterprise architecture standards, optimizing for performance, scalability, and cost-effectiveness.
Candidates for this position will be evaluated based on their ability to lead large-scale modernization efforts and their expertise in cloud architecture. The selection process focuses on identifying individuals who can effectively translate complex technical concepts for leadership and drive SecDevOps best practices within large teams.

Skills: Aws Certified Solutions Architect Professional, Java, Javascript, Angularjs, Python, Rust, Go, PHP, Aws, Service-Oriented Architecture.
Education: Bachelor's degree in Computer Science, Information Systems, or related technical field required.
Advanced knowledge and experience in programming languages such as Java, JavaScript (including AngularJS), Python, Rust, Go, or PHP. Experience defining the architecture of cloud deployed applications (AWS preferred). Expertise in service-oriented architecture, web services, and Application Programming Interfaces. Experience defining and driving SecDevOps best practices within large teams, including AI assisted code development. Experience establishing legacy modernization and migration technical roadmaps for large scale applications. Experience building applications using service-oriented, microservice, and/or API based architectures at an enterprise scale. Experience with event-driven applications using queues, service bus and other related patterns. Ability to translate technically complex features into plain language for leadership. Experience with AI RAG/LLM implementations and experience implementing and successfully leveraging agentic AI to accelerate software development.
