The Portland Clean Energy Community Benefits Fund (PCEF), housed within the Bureau of Planning and Sustainability (BPS), is a first-in-the-nation community-led climate fund. Its mission is to fulfill a vision that builds resilience and quality jobs while proactively fighting climate change and advancing social, economic, and environmental justice.
PCEF invests more than $200 million annually in climate action across clean energy, transportation decarbonization, green infrastructure, regenerative agriculture, and workforce development. The Bureau of Planning and Sustainability is a leader in land use planning, climate action, and urban design, centering racial equity in its work to create a Portland that is more equitable, healthy, prosperous, and resilient.
This role is part of a team dedicated to turning these investments into successful, accountable, community-centered projects. The team works to ensure that public funds are stewarded for maximum climate and community benefit, particularly for grantees and contractors from communities that have historically had limited access to climate-sector funding and decision-making processes.
