The Financial Operations Division of the North Carolina Department of State Treasurer is responsible for the efficient and prudent management of state-held assets. The Division comprises four key areas: Procurement and Contracting, Banking Operations, the Bank Reconciliation Unit, and Accounting. The Accounting section operates under the supervision of the Departmental Accounting Manager to ensure compliance and consistency across all departmental accounting functions, managing accounts payable, receivable, month-end close, fixed asset reporting, and tax compliance.
Our mission is to preserve, protect, and sustain the state's pension and healthcare plans, generate investment returns exceeding comparable public pensions, and maintain the state's "AAA" bond rating. We provide exemplary service across all divisions, ensuring the financially sound issuance of debt for state and local governments.

This position serves as a key leader in the preparation of annual financial statements and note disclosures for the Supplemental Retirement Plans (SRPs), ensuring they are ready for external audit. You will monitor and reconcile investment management fees and other accrued fees, preparing instruction letters for the custodian to facilitate payments. The role involves extensive interaction with the Retirement Division staff, external auditors, the custodian, record keepers, and the Office of the State Controller.
In addition to audit preparation, you will assist in the creation of the NC Annual Comprehensive Financial Report and manage special projects involving both divisions. A significant part of your day will involve working with the annual and monthly operating budgets of the SRPs to ensure all Board changes are implemented and that sufficient funds are available to satisfy operational payments. You will also respond to inquiries from the Office of State Auditor and the Office of the State Controller, communicating complex financial reporting information both orally and in writing.
