We are a respected construction organization specializing in federal and Department of Defense (DoD) construction programs across the United States and the Indo-Pacific region. Our Federal Services Division partners closely with agencies such as USACE, NAVFAC, AFCEC, and GSA to deliver mission-critical facilities and infrastructure. We navigate the logistical, regulatory, and operational challenges associated with federal construction through a variety of procurement methods, including Design-Bid-Build, Design-Build, IDIQ/MATOC contracts, and negotiated procurements.
With an expanding portfolio of work across Guam, Hawaii, and the broader Pacific Theater, we are recognized for our ability to successfully execute complex projects. Due to continued growth and a strong pipeline of opportunities, we are seeking an experienced Senior Estimator – Federal to lead pricing strategy and estimating for our most complex federal construction pursuits.
The Senior Estimator – Federal will lead the development of accurate, competitive, and compliant cost proposals for federal and DoD construction projects. This role is critical to our pursuit strategy, subcontractor engagement, and executive-level pricing decisions. You will work closely with Operations, Project Management, Scheduling, Safety, QA/QC, and Business Development teams to ensure cost proposals align with project scope, risk considerations, and overall company strategy.
In this position, you will interpret and apply RFP/RFQ requirements, specifications, drawings, and wage determinations to build detailed bottom-up estimates. You will be responsible for developing pricing strategies aligned with federal acquisition methods such as Best Value, LPTA, and negotiated procurements. Additionally, you will mentor junior estimators and contribute to the continuous improvement of our estimating practices, ensuring high-quality controls that minimize omissions and pricing exposure.
Candidates selected for this role will undergo a structured interview process designed to assess technical expertise in federal estimating, strategic thinking, and cultural fit. The process typically includes an initial screening, a technical deep-dive into past estimating methodologies, and a final interview with leadership to discuss pursuit strategy and team collaboration.
