Metro's mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County. This role supports the acquisition strategies within the Rolling Stock and/or Goods, Equipment & Professional Services departments, ensuring effective sourcing and contract administration.
You will serve as a key partner in the procurement lifecycle, bridging the gap between user departments and vendors. Your work involves translating technical specifications into clear Request for Proposals (RFPs) and Invitation for Bids (IFBs), while conducting rigorous cost and price analyses to ensure fiscal responsibility. From leading bid evaluation teams and negotiating contract terms to resolving disputes and managing contract compliance, you will drive the operational success of Metro's supply chain.
The position offers a dynamic day-to-day environment where you will facilitate pre-proposal conferences, prepare award recommendations for management, and guide new vendors through complex procurement requirements. You will also mentor entry-level employees and ensure that all contracts align with local, state, and federal regulations.

Professional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent. Experience conducting cost/price analysis independently. Experience developing reports such as solicitations for Request for Proposals (RFPs), Invitation for Bids (IFBs), and correspondences. Experience leading and conducting bid evaluations and negotiations. Experience understanding Buy America regulations.
