The City of Lake Worth Beach has been selected by the U.S. Department of Energy's Grid Deployment Office to receive investment through the Grid Resilience and Innovation Partnerships (GRIP) program. This initiative aims to enhance grid flexibility, install over 60 reclosers and sectionalizing devices, and integrate battery energy storage with new fiber optics connections. The project also includes the deployment of advanced metering infrastructure (AMI) and a meter data management (MDM) system.
Reporting to the Assistant Finance Director – Purchasing, the Purchasing Agent – Federal Grants serves as the central hub for all purchasing and procurement activities related to the Department of Energy's Smart Grid Grants project. This role is critical for securing, administering, and monitoring the contracting landscape of the GRIP grant award.
You will act as the primary liaison between the City and federal grant officials, ensuring that all procurement activities adhere to the Federal Acquisition Regulation (2 C.F.R. Part 200) and the specific guidelines of the GRIP grant. Your work will directly support the Federal Accountability and Reporting Compliance (FARC) reporting requirements, maintaining the city's procurement checklist and ensuring data accuracy for federal audits.
This position requires a hybrid presence across two City offices: the Finance Department and the Electric Utilities. You will lead reporting for all procurement activities, manage communication regarding grant compliance, and coordinate with the Warehouse to track inventory according to federal guidelines. A key part of your day involves chairing procurement selection committees, conducting bid openings in compliance with the Sunshine Law, and assisting departments with contract negotiations and performance monitoring.
Candidates must be United States citizens. Employment is contingent upon the satisfactory completion of reference checks and a pre-employment physical. Successful candidates will be required to complete FEMA Incident Command System (ICS) Certification Levels 100, 200, 700, and 800 within the first six months of employment.
