This position is hired as a Raytheon employee working within the Raytheon organization, specifically supporting Collins Mission Systems. The Strategic Communications (SC) business area is seeking a highly experienced Associate Director Proposal Manager. This role is critical for assisting the Capture Manager and Program Managers in overseeing overall proposal management activities for the Strategic Communications business portfolio. You will report directly to the Strategic Planning and Processes (SPP) Associate Director within the Raytheon, Strategic Communications SSBU.
In this position, you will serve as a central coordinator, working closely with key stakeholders including Estimating and Pricing, the Strategic Communications Management Office, Engineering, Contracts, and Supply Chain. Your day-to-day involves executing the timely development and analysis of proposals, ensuring they meet quality, schedule, and affordability targets. You will champion innovative methodologies to drive faster contract awards and provide strategic guidance on proposal responses, formatting, and team delegation.
This role offers the opportunity to learn deeply about Raytheon's business acumen, organizational structure, and the specific responsibilities within the SBU and SSBU frameworks. You will mentor proposal team members on role delegation and decision-making while managing complex internal and external relationships.

Experience managing and communicating across complex internal and external relationships including collaborating with a prime contractor and the U.S. Government. Prior experience working in functions such as Supply Chain, Estimating, Capture Management, Finance, or Project Management. Experience in proposal and/or contracts management, preferably with multi-year and/or multiple years efforts. Experience managing cost, schedule, and performance, including earned value management (EVM) or similar in a deadline-driven environment. DAU certification. PMP certification. Understanding of DoD acquisition process and DAU Program Management experience. Understanding of TINA compliance. Strong understanding of Microsoft Excel.
