We are seeking an experienced and motivated Project Manager to lead the delivery of an Energy Savings Performance Contract (ESPC) at one or more U.S. Department of Veterans Affairs (VA) facilities in the Little Rock, Arkansas area. This is a high-visibility role supporting the VA's mission to modernize its infrastructure, reduce energy consumption, and achieve lasting operational savings through energy-efficient improvements.
As the primary on-site point of contact, you will coordinate all phases of project execution—from pre-construction submittals and construction to commissioning and closeout. Your work will ensure strict compliance with federal contract requirements and VA facility standards while overseeing complex upgrades including new HVAC systems, campus-wide temperature controls (BAS), electrical substations, emergency power systems, roofing, and windows.
Your day will involve managing on-site direct reports and overseeing subcontractors to ensure quality, safety, and schedule compliance. You will serve as the central hub for communication, liaising between the VA project manager, facility managers, engineering staff, and executive stakeholders. Expect to lead regularly scheduled status meetings, design reviews, and executive briefings, while proactively identifying risks and presenting mitigation strategies. A significant portion of your time will be dedicated to technical coordination with energy engineers and commissioning agents to review submittals, manage RFIs, and support the acceptance testing of installed energy conservation measures.

PMP (Project Management Professional) certification from PMI. Certified Energy Manager (CEM) or LEED AP credential. Prior experience on Federal Govt Agency ESPC projects. Knowledge of Operation and Maintenance, and M&V Verifications. Familiarity with VA design standards, VA TIL Guidelines, and NEPA requirements. Experience managing projects in active, occupied healthcare or federal campus environments.
