Tharros is seeking a Program Manager to lead operations across three DoD Cyber Crime Center (DC3) directorates: the Vulnerability Disclosure Program (VDP), the Defense Industrial Base Collaborative Information Sharing Environment (DCISE), and the Operations Enablement Directorate (OED). This role serves as the primary point of contact between the Contractor and the Government, with full authority for personnel actions and overall contract performance.
You will oversee 26 tasks spanning vulnerability intake and disclosure, cyber threat intelligence production, all-source analytical operations, and partner engagement across the Defense Industrial Base. The Program Manager will manage all financial and business processes of the contract, excluding inherently governmental functions, while coordinating transition activities to achieve Initial Operating Capability within 45 calendar days and Full Operating Capability within 90 calendar days of award.

Prior DC3 or CISA program management experience. Experience managing contracts with both cyber operations and intelligence analysis components. Familiarity with GSA MAS task order administration and FFP contract structures. Experience managing subcontractor integration where the sub provides a distinct mission capability.
