Diligent Consulting Inc. is seeking a Program Manager to lead critical cybersecurity and Risk Management Framework (RMF) engineering efforts for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). This position is contingent upon contract award, with an estimated period of performance from May 2026 to May 2031.
In this leadership role, you will oversee a team of cyber professionals dedicated to safeguarding Navy systems, ensuring strict regulatory compliance, and directly supporting warfighter readiness. The work is mission-critical, designed to protect national security assets through rigorous adherence to DoD and Navy security policies, including NIST SP 800-53 and DoDI 8500.01/8510.01.
As the primary point of contact between the Government and the contractor team, you will drive program execution across RMF engineering, STIGs, compliance audits, and vulnerability remediation. Your day-to-day involves managing all aspects of project planning, cost control, and schedule tracking while guiding a geographically distributed cybersecurity team to maintain technical excellence.
You will coordinate closely with ISSMs, Authorizing Officials, and technical leads to deliver complete and accurate RMF packages. The role demands a focus on continuous improvement and security innovation throughout the project lifecycle, ensuring that cybersecurity execution aligns seamlessly with complex governance guidelines.
