The Commonwealth of Massachusetts is undertaking the Business Enterprise Systems Transformation (BEST) Program, a multi-year initiative to implement a comprehensive Enterprise Resource Planning (ERP) solution. This SaaS cloud-based system will support over 95,000 employees across all state agencies, replacing heavily customized on-premises software. While the initial scope replaced the core financial and accounting system, the current phase focuses on replacing the HR and Payroll solution (HR/CMS) over a projected two-year period. The program is jointly sponsored by the Secretary for Administration and Finance, the Comptroller, the Secretary of Technology Services and Security, and the Chief Human Resources Officer.
This high-impact, temporary position serves as the bridge between current operations and future requirements for the BEST Program. The primary objective is to maintain momentum and align four key workstreams: Training, Communications, Readiness, and Support. As the Program Lead Change Management, you will ensure a seamless launch for the upcoming project phase by prioritizing workstream alignment, gap analysis, and stakeholder continuity. You will lead and motivate diverse teams comprising both state and vendor staff, ensuring weekly tasks stay on track with PMO milestones while maintaining trusted relationships with agency leaders.
