About the Role

As a Senior Specialist on Plains' Emergency Response Planning Team, you will provide technical leadership and regulatory oversight for emergency response and spill prevention programs across pipeline, storage, truck, rail, gas, and marine operations. You will own the Company's compliance with SPCC, FRP, OSRP, DOM, and related federal and state requirements, supporting Operations across all Divisions.

This role is critical in ensuring the safety and regulatory adherence of our extensive asset network. You will work closely with engineering teams, site personnel, and leadership to translate complex regulatory obligations into actionable operational guidance. The position reports to the Senior Manager in Houston, Texas.

While based in Houston, this role requires cross-border travel of 10–20%. During major emergencies, you may be deployed for extended periods. A valid passport—or the ability to obtain one—is required.

Key Responsibilities

  • check_circleDevelop, maintain, and certify SPCC plans in accordance with EPA requirements and Professional Engineer standards
  • check_circleConduct site visits, inspections, and audits to verify compliance and drive corrective actions
  • check_circleTrain site personnel on implementing SPCC and response plan procedures and maintaining compliance-ready documentation
  • check_circleCollaborate with engineering teams to ensure design, operations, and maintenance activities align with regulatory obligations
  • check_circleMonitor regulatory changes from EPA, PHMSA, and USCG to translate requirements into actionable updates
  • check_circleMaintain Fire Plans, Security Plans, Business Continuity Plans, and Corporate Crisis Management Plans
  • check_circleAdminister the Qualified Individual program and lead required quarterly exercises
  • check_circleSupport the company's emergency response plan compliance program through annual reviews and regulatory submissions
