The City of Eugene's Planning & Development division is an active, dynamic environment where staff regularly interact with other city departments, partner agencies, and the broader Eugene community. The Land Use Planning team is dedicated to turning the community's vision into reality. This includes reviewing development proposals ranging from routine to complex, such as property line adjustments, legal lot reviews, zone changes, and code amendments. The team also supports the evolution of processes and services, focusing on customer service, written communications, and technology.
Additionally, the Community Planning & Design team advances Urban Growth Strategies (UGS)—a multi-year, collaborative effort integrating state-required planning, equitable community engagement, and City Council-directed policy work. This team handles long-range planning projects, including policy development, community engagement, land use code updates, and growth monitoring.

This posting offers two distinct opportunities:
Regular Full-Time Position (Assistant or Associate Planner) This role is primarily responsible for reviewing land use applications and providing public information regarding the Eugene land use code. You will work closely with the public, ranging from general inquiries to facilitating meetings with development professionals, neighborhood representatives, committees, and other interest groups. The position involves formulating elegant, sensible solutions to complex challenges and supporting the community's vision through implementation.
Limited Duration Position (Assistant or Associate Planner) This position, which may last up to 24 months, contributes to a dynamic mix of projects across both the Community Planning & Design and Land Use Planning teams. Duties include long-range planning projects like policy development and code updates, as well as working with the Land Use team on specific projects such as middle housing land division applications. Limited Duration employees are at-will and do not have a probationary period, but receive the same health, retirement, and paid time off benefits as Regular Non-Represented positions.
Work Environment The City of Eugene is shifting to a work environment of primarily in-office work to foster collaboration and connection. New employees must work on-site full-time during their probationary period. Following probation, Associate Planners may utilize a flexible work schedule of 3-4 days a week in the office per the Alternative Work Policy. The office is located at the Atrium Building in Eugene, OR.
