The State Employment Relations Board (SERB) administers the Ohio Public Employees' Collective Bargaining Act (O.R.C. Chapter 4117). SERB's essential statutory functions include investigating unfair labor practice charges, adjudicating complaints, processing representation petitions, determining bargaining units, analyzing wage and benefit data, providing impasse resolution services, and resolving disputes regarding the legality of strikes.
