As a Program Manager, you will serve as a principal advisor and leader within a local department or agency. Operating under the direction of senior leadership, your mission is to plan, organize, and direct units or programs that drive the agency's core objectives. Whether overseeing administrative services or specialized fields such as public health or cannabis regulation, you will ensure that operations align with the agency's mission while maintaining high standards of quality and timeliness.
This role is designed for a strategic thinker who can bridge the gap between policy and execution. You will manage daily work activities, either directly or through subordinate supervisors, by setting clear performance goals and monitoring progress. Your day-to-day involves assessing service delivery, identifying areas for efficiency improvements, and implementing changes that maximize program effectiveness. You will act as both an internal technical expert, guiding staff and executive management on program matters, and an external liaison, collaborating with community groups, contractors, and other government entities to coordinate shared services and address public needs.
You will play a critical role in shaping the department's future by interpreting laws and regulations, developing policies to improve operational efficiency, and assisting in strategic planning. Additionally, you will oversee personnel actions, ensuring compliance with policies while fostering a culture of development through training, performance management, and staff selection. The role also requires fiscal responsibility, including assisting in budget development, preparing cost estimates, and monitoring expenditures to ensure compliance.
Candidates must possess a valid Class C Driver License at the time of appointment. Individuals with physical disabilities that prevent this requirement will be reviewed on a case-by-case basis.
All public employees in this role are required to take and subscribe to the oath or affirmation set forth in the California Constitution, declaring them to be disaster service workers in time of need. This commitment ensures readiness to support emergency operations as defined by the California Emergency Services Act.
