The Massachusetts Department of Transportation (MassDOT) is home to over 4,000 employees dedicated to connecting the Commonwealth's residents and communities. We are responsible for developing, implementing, and coordinating transportation policies and projects to efficiently plan, design, construct, and maintain a safe statewide transportation system that meets the diverse needs of Massachusetts. Our organization includes the Highway, Registry of Motor Vehicles, Aeronautics, and Rail & Transit divisions, all supported by headquarters teams that provide business and administrative leadership.
This position serves as a strategic leader overseeing MassDOT and the MBTA's compliance obligations under Title VI of the Civil Rights Act of 1964, related federal nondiscrimination statutes, and applicable state laws. Working under the direction of the Chief Diversity Officer, you will manage the development, implementation, and reporting of civil rights programs while collaborating closely with the ADA Coordinator to ensure compliance with Title II of the Americans with Disabilities Act across all modal divisions and subrecipients.
In this role, you will provide direction to the Senior Title VI Specialist, MBTA Title VI Specialist, and external consultants. Your day-to-day involves leading the creation of the MassDOT ADA Transition Plan, conducting complex legal and policy research, and responding to complaints regarding discrimination or service changes. You will ensure equitable public participation in transportation planning, oversee language access initiatives, and maintain positive working relationships with federal civil rights leadership at the FHWA and FTA. This is a leadership opportunity to shape policy, drive equity, and ensure that transportation services are accessible and fair for all communities.
A finalist for this position must successfully pass a comprehensive background check, including a criminal record check, Department of Revenue (DOR) check, and employment references. Applications are accepted on a rolling basis until the position is filled, though first consideration is given to those who apply within the first 14 days.
