Arcticom, a company within the Bering Straits Native Corporation (BSNC) family, is seeking a Public Member Consultant to support the U.S. Department of State's Office of Performance Evaluation. This role plays a critical part in the annual review of Foreign Service personnel, ensuring the integrity of the promotion process as mandated by the Foreign Service Act of 1980.
Public Member Consultants join selection boards alongside Department of State professionals to review performance records, recommend promotions, and advise on other personnel actions. These consultants bring diverse professional perspectives—ranging from Information Technology and Law Enforcement to Education, Medicine, and Finance—to enhance the deliberation process for employees representing the United States globally.
The Department of State maintains a rigorous system to promote employees worldwide. Each Foreign Service Selection Board consists of four Department professionals and one Public Member. The mission of this role is to provide an independent, external viewpoint that strengthens the fairness and quality of the performance review process for the Foreign Service.
This position requires a minimum of 40 hours per week from May 20 to the end of August 2025, with potential part-time consulting from September 2025 through April 2026. The role involves concentrated board activity, typically running from mid-May to mid-August, with core business hours from 9:00 AM to 5:00 PM, potentially extending to weekends and holidays.
The first two weeks of the assignment are in-person at the U.S. Department of State in Washington, D.C., for training and team integration. Following this initial period, board work continues virtually via telework. Travel costs are reimbursed according to standard government rates.
