About the Role

As a Senior Specialist on Plains' Emergency Response Planning Team, you will provide technical leadership and regulatory oversight for emergency response and spill prevention programs across pipeline, storage, truck, rail, gas, and marine operations. This role is critical to ensuring the Company's compliance with SPCC, FRP, OSRP, DOM, and related federal and state requirements, while supporting Operations across all Divisions.

You will own the development, maintenance, and certification of SPCC plans in accordance with EPA requirements and Professional Engineer standards. Your day-to-day involves conducting site visits, inspections, and audits to verify compliance, identifying deficiencies, and driving corrective actions. You will collaborate with engineering teams to ensure design, operations, and maintenance activities align with regulatory obligations, and you will translate complex regulatory changes from agencies like the EPA, PHMSA, and USCG into actionable updates.

This position reports to the Senior Manager in Houston, Texas. The role requires cross-border travel of 10–20% and the ability to be deployed for extended periods during major emergencies. A valid passport—or the ability to obtain one—is required.
