Health disparities among New Yorkers are large, persistent, and increasing. Public Health Solutions (PHS) exists to change that trajectory and support underserved New Yorkers and their families to achieve optimal health and build pathways to reach their potential. As the largest public health nonprofit serving New York City, we improve health outcomes and help communities thrive by providing direct services to underserved families, supporting community-based organizations through our long-standing public-private partnerships, and bridging the gap between healthcare and community services.
PHS receives and administers hundreds of millions of dollars from Federal, New York State (NYS), New York City (NYC), and private funding sources to improve public health and human services. We administer funds on behalf of external partners as well as internal programs through contracts with small, medium, and large non-profit organizations located in all five boroughs of New York City. Current contracts support initiatives such as CDC HIV Prevention, CDC Emergency Preparedness, ASPR Hospital Preparedness, HRSA Ryan White Part A services, NYS Medicaid expansion services, and NYC substance use prevention services.
Reporting to a Portfolio Manager, the Contract Manager serves as the steward of the entire contracting lifecycle. This role is vital to ensuring that the millions of dollars PHS administers are utilized effectively to support public health goals. You will coordinate with internal and external stakeholders to monitor contractor performance and spending, while providing the technical assistance necessary to promote effective program implementation.
In this position, you will act as a bridge between PHS and our network of non-profit partners across the five boroughs. Your day-to-day involves advising on solicitations, negotiating scopes of work and budgets, and executing contracts and amendments. Beyond the paperwork, you will maintain positive relationships with contractors, ensuring clear communication of expectations. You will monitor spend-down and adherence to approved budgets, reviewing expense invoices to ensure costs are allowable, allocable, and reasonable in compliance with regulations like Federal 2 CFR 200. When challenges arise, you will facilitate site visits, draft reports, and help develop corrective action plans to resolve issues. Ultimately, you ensure that every contract closes out with accurate final performance and financial reports, meeting all deliverable requirements.
