We are seeking a General Counsel who can navigate the dual regulatory worlds of insurance and healthcare delivery while maintaining the agility of a startup. You will be the strategic partner to the business, ensuring that legal and compliance serve as enablers of innovation rather than roadblocks.
This role goes beyond traditional legal department management or contract review. You will act as the "grown-up in the room," advising leadership on high-stakes decisions and building the legal infrastructure necessary for a company challenging an entire industry. Your mission is to help us take smart risks, structure complex provider arrangements, and establish risk management frameworks that allow us to move quickly while protecting the company. Getting the legal strategy right is existential; it will shape how we structure our business, enter new markets, and ultimately scale this model nationally.
You are pragmatic and solution-oriented, preferring to figure out how to structure things so the answer is "yes" rather than reflexively saying "no." You are comfortable with ambiguity and fast decision-making cycles, capable of translating complex legal issues into clear business implications for non-lawyers.
You understand that as a payvider, we face scrutiny from multiple angles—insurance departments, healthcare regulators, and employment agencies—and you know how to manage that complexity without paralyzing the business. You are intellectually curious about our model and genuinely excited about using legal expertise to enable disruptive innovation. You believe legal leaders should be strategic partners who help companies take smart risks, not risk-avoiders who slow everything down.
This role reports directly to the CEO and is a core member of the Harbor Leadership Team, sitting alongside the COO, CFO, CTO, and other C-suite executives. You will lead a small but critical team currently consisting of an attorney, a paralegal, a Director of Regulatory Filings, a Compliance Director, and an Insurance Compliance Manager, with the mandate to build and scale this function as we grow.
The preferred location is Austin, TX, though we are open to remote candidates with the expectation of regular travel (25%+). This is a high-growth opportunity offering competitive compensation and meaningful equity in a company reshaping the healthcare landscape.
