About the Role
GovCIO is seeking a Business Analyst/Scrum Master to support the Environmental Protection Agency's (EPA) Office of Information Technology (OIT). This role is critical to the EPA's broader strategy of enhancing productivity through a dedicated IT initiative focused on operating and maintaining the Office of Inspector General (OIG) environment.
In this fully remote position, you will serve as a bridge between business stakeholders and technical teams. The team is currently navigating a significant transition: sunsetting legacy applications while maintaining archives and developing new solutions on low-code platforms like Microsoft PowerApps and SharePoint. Your work will drive incremental low-code application development and ensure the seamless evolution of these systems.
As a hybrid Business Analyst and Scrum Master, you will translate complex business and user requirements into actionable development stories. You will facilitate Agile ceremonies, manage the product backlog, and foster a culture of continuous improvement. This role offers the opportunity to work in a fast-paced environment, resolving conflicts and guiding a Scrum team through planning, development, and release processes to deliver high-quality software solutions.

Key Responsibilities

- check_circleOversee integration of business and system requirements with technical teams
- check_circleTrack team velocity and communicate sprint progress to management and teams
- check_circleRegulate the change process to ensure only approved changes are incorporated
- check_circlePrioritize and groom the product backlog in collaboration with the product owner
- check_circleDraft change requests and defect documentation for development and testing teams
- check_circleCreate business documentation, wireframes, and design flows for stakeholders
- check_circleManage and facilitate Scrum ceremonies including sprints, stand-ups, and retrospectives
- check_circleSupport QA and testing activities to verify requirements are met
Requirements
- verifiedBachelor's degree with 8+ years experience
- verified5+ years experience as a Scrum Master or Certified SAFe Agilist
- verifiedUS Citizenship required for Public Trust clearance
