The Department of Information Technology Business Analysis Team provides the structural foundation for these initiatives, ensuring that complex IT projects are delivered with precision and alignment to public health goals.
We are seeking a detail-oriented and customer-focused Senior Business Analyst and Software Tester to join our team as a hybrid resource. This unique role bridges the gap between business strategy and technical execution, combining deep business analysis with rigorous software quality assurance.
You will serve as a key partner to the Division of Public Health, supporting the implementation of a major statewide IT project. Your day-to-day involves collaborating with diverse internal and external stakeholders to capture requirements, map business process workflows, and define future-state operations. You will utilize established BA tools and templates to produce essential artifacts, including user stories, wireframes, and process diagrams.
Simultaneously, you will ensure the reliability of our applications through comprehensive testing. This includes executing manual and automated test cases, validating APIs and server-side logic, and performing data migration testing. You will work autonomously in a fast-paced Agile environment, translating complex business needs into functional specifications while maintaining high standards of data integrity and application quality.

Experience working for State government. Healthcare related experience (3 years). Experience with DPH public health lab system and programs (3 years). Familiarity with agile methodology, tools and frameworks, i.e. scrum, kanban (3 years). Experience with manual and automated testing, data migration testing, back-end testing, validation of APIs, server-side logic, integration points (3 years). Experience identifying, documenting, and tracking software defects using issue tracking tools (e.g., Jira, QC, ADO) (3 years). Experience with automated testing tools like UFT, Tosca, NeoLoad, Selenium (3 years). Public Health or other health systems experience.
