The Building Inspector II serves as a critical enforcement officer for the City of Papillion, ensuring that all construction and development activities adhere to adopted building codes, municipal ordinances, and safety standards. In this capacity, you will act as the primary interpreter and enforcer of the International Residential Code, International Building Code, Mechanical, Plumbing, and Energy Conservation codes. The position requires a high level of specialized knowledge to conduct inspections on structural, plumbing, and mechanical systems, as well as ensuring compliance with ADA requirements for commercial projects. Beyond routine inspections, the role involves assessing buildings damaged by fire, storms, or floods to identify hazardous conditions and determining the safety of occupancy.
The Building Inspector II plays a vital role in maintaining positive public relations, serving as a resource for owners, private contractors, government officials, and the general public. You will explain complex code requirements and permitting procedures, assist in the review of plans and specifications, and work collaboratively with police, fire, and health departments to resolve code violations. This position demands a balance of technical expertise, independent judgment, and the ability to enforce regulations with firmness, tact, and impartiality.
This is an onsite role requiring physical presence at assigned job locations throughout the City of Papillion and surrounding jurisdictions. The work environment is dynamic, involving both indoor office tasks and extensive outdoor fieldwork. Inspections are conducted in various conditions, including exposure to dirt, dust, noise, and inclement weather. The role requires the ability to navigate active construction sites, which may involve climbing OSHA-approved ladders, walking platforms, ramps, and scaffolding, as well as negotiating obstacles and hazards typical of building sites.
Physical demands include walking, standing, kneeling, bending, crouching, reaching, stooping, and climbing. The incumbent must be capable of transporting themselves to various locations safely and operating vehicles, machinery, and inspection tools. Work hours may occasionally extend into times of darkness or require short-notice call-outs during emergencies, weather events, or situations of public necessity. Reliable attendance and the ability to maintain a personal work schedule are essential.
Candidates must possess a valid driver's license, a high school diploma or GED equivalent, and two years of experience as a Building Inspector I or an equivalent combination of education and training. Certification as an ICC Residential Building Inspector (B1) and ICC Commercial Building Inspector (B2) is required at the time of hire. Additionally, candidates must commit to obtaining at least one additional certification in Commercial Mechanical, Commercial Plumbing, Commercial Energy, or Accessibility disciplines within a timeframe determined by the City.
