The City of Portland is seeking a strategic Budget Manager to serve as the primary financial advisor to the City Administrator's Office, Executive Programs, and the Office of the Chief Financial Officer. This role is critical for ensuring sound fiscal stewardship and data-driven decision-making across high-impact city programs. You will independently manage the full budget lifecycle, from development through adoption, while providing lead direction to financial staff and partnering closely with bureau leadership.
In this position, you will act as a collaborative partner to executive leadership, translating complex financial data into clear, actionable recommendations. The day-to-day involves conducting in-depth financial analysis on personnel, capital, and debt, monitoring collections funds, and supporting citywide financial initiatives. You will also mentor two Financial Analyst II staff, guiding their professional development and technical work.
This is a full-time, regular position based in-person at the Portland Building (1120 SW 5th Ave, Portland, OR). The standard schedule is Monday through Friday, 8:00 AM to 5:00 PM. While the role is primarily on-site, occasional remote work days remain an option to accommodate travel or focus on major projects, provided remote work is performed within Oregon or Washington.
