About the Role

The City of Portland is seeking a strategic Budget Manager to serve as the primary financial advisor to the City Administrator's Office, Executive Programs, and the Office of the Chief Financial Officer. This role is critical for ensuring sound fiscal stewardship and data-driven decision-making across high-impact city programs. You will independently manage the full budget lifecycle, from development through adoption, while providing lead direction to financial staff and partnering closely with bureau leadership.

In this position, you will act as a collaborative partner to executive leadership, translating complex financial data into clear, actionable recommendations. The day-to-day involves conducting in-depth financial analysis on personnel, capital, and debt, monitoring collections funds, and supporting citywide financial initiatives. You will also mentor two Financial Analyst II staff, guiding their professional development and technical work.

Work Environment

This is a full-time, regular position based in-person at the Portland Building (1120 SW 5th Ave, Portland, OR). The standard schedule is Monday through Friday, 8:00 AM to 5:00 PM. While the role is primarily on-site, occasional remote work days remain an option to accommodate travel or focus on major projects, provided remote work is performed within Oregon or Washington.

Application & Hiring Process

To apply, please submit your resume and answer the supplemental questions via the City of Portland's online portal between June 1, 2026, and June 15, 2026.

Important Application Notes:

  • Do not include your age, date of birth, or graduation dates on your resume unless specifically requested.
  • Do not attach a cover letter; it will not be reviewed.
  • Your responses to the supplemental questions should detail your education, training, and experience to match the minimum qualifications.
  • You may attach Veteran's Preference documents if applicable.

Selection Timeline:

  1. Minimum Qualification Evaluation (Week of June 15, 2026): Your resume and supplemental responses will be evaluated (100% weight). You have 14 days to review results.
  2. Eligible List Establishment (Week of June 22, 2026): Candidates meeting qualifications are placed on an equally ranked list.
  3. Interview (Late June 2026): The hiring bureau will select candidates for interviews.
  4. Offer of Employment (Early July 2026): Offers are extended after background checks and other conditions are met.

The City of Portland is an Equal Opportunity Employer. We are committed to equity, transparency, and public service. We consider qualified applicants regardless of background.
