Senior Manager of Proposal Writing (US State & Local Health and Human Services)

About the Role

This position serves as an experienced information architect and strategic leader within the proposal development function. You will design and structure content for complex, customer-facing documents, acting as a vital resource for the writing team to implement deal-specific structures. As a seasoned backup to the project director, you will oversee the end-to-end proposal development process for high-value and complex projects, ensuring strategic alignment with business goals.

The role is designed for a professional who thrives in fast-paced, deadline-driven environments. You will interpret RFPs, RFQs, and IFBs to craft compelling win themes and executive summaries that highlight organizational strengths. A key part of your day involves collaborating with cross-functional teams—including sales, marketing, and technical experts—to translate complex technical and operational details into persuasive, compliant narratives. You will also mentor junior team members, manage stakeholder relationships, and maintain a library of proposal content to drive continuous improvement.
