Senior Manager of Proposal Writing (US State & Local Health and Human Services)

About the Role

This position serves as a strategic partner in driving high-value proposal success, acting as an experienced information architect who designs and structures content for complex customer-facing documents. You will lead the development process for intricate projects, translating technical and operational details into compelling, compliant narratives that win business. Beyond writing, you will function as a resource for the broader writing team, implementing deal-specific structures and serving as a trusted backup to the project director.

The role demands a unique blend of strategic oversight and hands-on execution. You will interpret RFPs, RFQs, and IFBs to craft winning themes, while managing relationships with key stakeholders and clients. A significant portion of your time will be spent collaborating with cross-functional teams—including sales, marketing, and technical experts—to gather insights and synthesize them into high-quality proposal content. You will also mentor junior team members, ensuring the team maintains a robust library of templates and best practices.
