Under limited supervision, you will provide overall or functional project management for a diverse portfolio of construction projects within major utility systems. These projects span generation, transmission, substations, distribution, chilled water, facilities, and water and wastewater business segments. Your mission is to guide projects from concept development through design, planning, engineering, procurement, construction, commissioning, and quality assurance, ensuring the safety of employees, contractors, and the general public.
This role demands in-depth knowledge of engineering and industrial construction rules, regulations, and practices. You will operate with limited guidelines, requiring significant initiative and resourcefulness to research precedents and develop new methods for complex, unique circumstances. You will resolve novel problems, recommend solutions, and frequently interact with individuals and groups at all organizational levels—including vendors, contractors, and internal and external customers—to plan, coordinate, and influence others toward achieving project objectives.
Your day involves assigning, scheduling, and monitoring the work of others, including contractors, while potentially providing training on engineering and construction functions. You will generate detailed project scope documents, establish priorities, and determine the impact of re-sequencing work to meet objectives. A significant portion of your time will be dedicated to evaluating construction methods, identifying necessary personnel and equipment, and preparing cost estimates.
You will act as a bridge between technical execution and legal compliance, anticipating potential litigation issues and consulting with risk management experts to structure defensible contracts. Your responsibilities include preparing Project Request Forms (PRFs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs), as well as defining contract requirements for scheduling and identifying potential risks to the project timeline or budget.
Throughout the project lifecycle, you will review final plans and specifications, verify permits, and perform contract administration and construction inspections to ensure compliance with JEA standards, policies, and industrial construction norms. You will maintain a balance between legally defensible contract administration and open communication with vendors, coordinating work changes, negotiating equitable adjustments, and monitoring QA/QC and safety programs. You will also create and maintain project schedules, budgets, and field reports to enforce controls, track cash flow, and prevent cost overruns.
Candidates must possess a valid driver's license, which is required prior to employment and must be maintained throughout. All employees are required to be in compliance with JEA procedure ES A0200 A0101 RS 628 regarding Screening Personnel Risk Assessments, which includes pre-hire and recurring checks for specific designations.
