CACI is seeking an Intel Analyst specializing in Foreign Ownership, Control, and Influence (FOCI) to protect the integrity of U.S. defense systems. In this role, you will develop and implement mitigation strategies that enable senior leadership to make informed decisions, denying adversaries access to critical technologies and securing the defense industrial base. This position supports the C5ISR Center at Aberdeen Proving Ground, Maryland, playing a vital part in ensuring the long-term technological superiority of the United States.
You will serve as a key advisor to the Science & Technology (S&T) community, leveraging a deep understanding of electronics and RF systems to identify critical technological chokepoints. Your work involves engineering-level analysis of unmanned systems (UxS) platforms and detailed reviews of bills of materials to detect supply chain vulnerabilities and foreign exploitation risks. By synthesizing data from various intelligence disciplines—including TECHSIGINT, SIGINT/CYBER, and MASINT—you will produce holistic assessments that address emerging commercial technologies and their associated threats.
Day-to-day, you will investigate suspected front companies and illicit distributors, cross-referencing vendors against known foreign procurement networks to provide actionable risk mitigation recommendations. You will be responsible for briefing complex technical findings and strategic assessments to diverse audiences, ranging from senior leadership to operational planners. This role demands the ability to work independently with minimal supervision while representing command priorities in meetings, working groups, and conferences.
This position is contingent on funding and may not be filled immediately. However, it is representative of roles consistently available within CACI. Individuals who apply may also be considered for other positions at CACI. Candidates must be able to travel CONUS and OCONUS, potentially to conflict areas on short notice, to support mission requirements.

Experience with supply chain risk management research and analysis in accordance with DoD SCRM standards. Basic Open-Source Intelligence (OS301) and Advanced Open-Source Intelligence (OS302) knowledge. Ability to provide Indications and Warning and trend analysis data on target devices and TTPs. Ability to conduct Weapons Technical Intelligence (WTI) assessments on battlefield recoveries as well as COTS items. Experience providing intelligence support regarding issues within the CENTCOM AOR or other specific COCOMs. Expert knowledge of Foreign Ownership, Control, or Influence (FOCI) regulations and mitigation strategies (NISPOM). Strong understanding of corporate structuring, financial intelligence, and shell company detection techniques. Proficiency in OSINT techniques and tools. Experience with international business practices and legal frameworks. Proficiency in data analysis tools (e.g., Palantir, i2 Analyst's Notebook, Maltego, Excel, SQL, Tableau). Knowledge of corporate filings, incorporation processes, and international business structures. Ability to assess R&D trends and predict technological advancements. Certified Fraud Examiner (CFE). Certified Information Systems Security Professional (CISSP). Certified Supply Chain Professional (CSCP). Relevant Intelligence Analysis Certification. Expert-level knowledge on UxS componentry.
