The Functional Lead for FEPMIS/LESO serves as the critical bridge between complex law enforcement business needs and the technical execution of the Federal Excess Property Management Information System. This role exists to ensure the integrity, accountability, and compliance of the entire lifecycle of excess Department of War property transferred to law enforcement agencies under the national 1033 Program.
As the primary owner of requirements and business analysis, you will translate high-level organizational goals into actionable Epics, Features, and User Stories. Your work ensures that every piece of equipment moving through the LESO program—from requisition to allocation and ongoing management—is tracked with precision. You will lead functional workstreams, driving process improvements and system enhancements while maintaining a rigorous focus on data quality and regulatory standards.
Your day involves deep collaboration with stakeholders and technical teams to align on solutions that solve real-world problems. You will conduct interviews and workshops to map out business processes, gathering and refining both business and technical requirements. A significant portion of your time is dedicated to maintaining the product backlog, ensuring items are properly detailed, prioritized, and estimated for development.
You will oversee User Acceptance Testing (UAT), validate functionality, and support release readiness. Beyond development, you will create comprehensive documentation, including user stories, workflows, and data mappings, while supporting reporting, data analysis, and dashboard needs. Throughout this process, you will ensure strict adherence to organizational, security, and governance standards.
Candidates for this position must possess an active security clearance to access sensitive government data and systems. The role is fully remote, requiring the ability to work effectively in a distributed environment while maintaining high levels of communication and accountability.
