An established, well-capitalized heavy civil contractor based in the East Bay is modernizing its back office operations. The company builds public infrastructure across California and maintains a strong project backlog. As part of this evolution, the organization is seeking a senior leader to elevate its contract administration capabilities.
This is a high-visibility senior position reporting directly to the executive team. As the Contracts & Risk Manager, you will own every contract, claim, and compliance matter touching the business. You will serve as the connective tissue between legal, operations, accounting, and estimating, ensuring seamless collaboration across departments.
You will lead a three-person team with the autonomy to shape how the department runs. Beyond managing a portfolio of public works projects, you will drive the modernization of processes and tools, leveraging executive support to invest in technology that increases efficiency. This role offers direct visibility to senior leadership and the opportunity to influence how the company manages contractual risk moving forward.
We are open to two distinct profiles for this role:
Profile A: Construction Contracts Professional Ideal candidates have deep experience in contract management within the construction industry, specifically in heavy civil, public works, or general contracting. You should have a demonstrated track record of staff management and hands-on experience creating, reviewing, and negotiating complex contracts with a strong working knowledge of contract law and risk principles.
Profile B: Senior Paralegal or Contracts Specialist This path is for those with a paralegal certificate or equivalent legal training. You must have proven experience in staff management and a strong background in creating and revising commercial contracts. While construction industry experience is a plus, it is not strictly required for this profile.
Success in this role requires a confident, decisive leader who can navigate difficult conversations and follow through on commitments. You must be able to communicate effectively across departments, translating legal and contractual concepts for non-legal audiences. The ideal candidate operates independently, comfortable owning a function without waiting for direction, and brings strong organizational discipline to manage competing priorities during peak volume periods.
The base salary for this position ranges from $120,000 to $140,000, depending on experience, with an annual discretionary bonus based on years of service and performance. The role includes a full benefits package and is an on-site position based in the East Bay (Concord area). We are open to direct hire or temp-to-hire arrangements for the right candidate.
