The Biomedical Advanced Research and Development Authority (BARDA), within the Office of the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS), is dedicated to improving national preparedness for chemical, biological, radiological, and nuclear (CBRN) accidents and attacks, pandemic influenza, and emerging infectious diseases. BARDA achieves this mission by supporting the development and acquisition of medical countermeasures (MCM) against these critical threats.
The Division of Contract Management and Acquisitions (CMA) is seeking a Senior Procurement Specialist to support MCM Development Contracting. This full-time, fully remote position serves as a vital link between program managers, project officers, and technical subject matter experts. The role involves navigating the full acquisition lifecycle for FAR-based contracting, from acquisition planning through contract closeouts.
The ideal candidate will be detail-oriented and seasoned with the full contracting lifecycle. While a strong 1102 background is essential, experience with public health, Advanced R&D services, Consortia, and/or Other Transaction Agreements (OTAs) is highly desirable. You will play a key role in analyzing requirements, developing complex technical documents, and ensuring the efficient administration of contracts that directly impact national security and public health.
Candidates must be able to obtain and maintain a Public Trust Tier 2 clearance and be eligible for an HHS badge. This is a 100% FTE position requiring a Bachelor's degree or higher in fields such as accounting, business, finance, law, contracts, or economics, along with five years of relevant Federal Contracting experience.
